    Analysis of 3D Modeling Tender Opportunities in India

    3D modeling involves the creation of a three-dimensional representation of a physical object or scene through specialized computer software. Unlike 2D modeling, which is appropriate for flat representations and drawings, 3D modeling is employed when a more dynamic and lifelike portrayal of objects or scenes is required. This technology is widely used in various fields, such as entertainment, gaming, architecture, engineering, product design, and virtual reality. The evolution of 3D modeling techniques has been marked by phases such as Wireframe Modeling, Surface Modeling, and Solid Modeling, each contributing to the creation of more realistic and complex 3D objects. The integration of Artificial Intelligence into 3D modeling has brought about notable improvements in automation, efficiency, and the ability to handle complex tasks. This synergy has propelled the field into a new era of sophistication and effectiveness.

    Government agencies and Public Sector Undertakings (PSUs) utilize 3D modeling technologies for diverse applications, including 3D Aeromodels, Aircraft models, models for antenna systems, Helicopter models, Dummy models of astronaut crew escape suits, Physical scaled models of smart city areas, and 3D sand or clay models of terrain. These applications span various sectors, including urban planning, infrastructure development, defense, and scientific research. ]This analysis provides a detailed examination of the 3D modeling needs that the Government of India has advertised for the year 2022-2023.

    The Government of India comprises approximately 8000 procuring agencies that routinely release tender advertisements. Within the past year, 72 of these agencies collectively issued 362 tenders specifically for 3D modeling projects, indicating a considerable demand for such services within the government. Notably, a significant portion of these agencies operate within the defense sector. Additionally, entities from diverse sectors such as industry, science and technology, education, infrastructure, power, and water also demonstrate a notable demand for 3D modeling services.

    In the defense sector, the government of India has advertised several 3D modeling projects through the Department of Defence and Department of Defence Production. These projects include the creation of a battle tank model. The Indian government is increasingly manufacturing defense equipment within the country, about 2500 items have been earmarked for indigenization. Additionally, projects include Aeromodels and Aircraft models at a 1:3 scale for Fighters, Scale-down 3D Models for Antenna Systems, and 3D CAD models illustrating the complete Gun Pod in fixed-wing air applications.

    Notably, the Indian Air Force (IAF), is ranked as the world’s fourth-largest air force, with a fleet of 1,820 aircraft, encompassing 905 combat planes, 595 fighters, and 310 attackers. Collaborating with state-owned Hindustan Aeronautics Limited (HAL), the defense sector is engaged in developing indigenous fighter aircraft and pioneering new aviation technologies. Previous successes include the HF-24 Marut and HAL Tejas supersonic fighters, showcasing India’s commitment to advancing its aviation capabilities. For those with expertise in 3D modeling, these opportunities present a chance to contribute to the innovation and development of aircraft models within the defense sector.

    In the Indian Army, various 3D model tenders have been published, including those for a Helicopter Model. With approximately 800 helicopters currently in service and an additional 200+ on order for the Indian Armed Forces, this presents a significant opportunity for 3D modeling. Other tenders include the preparation of a 3D HD digital animation walk-through model, terrain model, sand and clay model, hyper-realistic silicon-based 3D training model, TRB model, MDS static model and Ballistic Missile Model. The approval by the Indian Defence Ministry for the acquisition of ‘Pralay’ ballistic missiles for the Indian Army has created a need for 3D modeling. 

    In the industrial sector, various government agencies such as Industries and Mines, the Department of Heavy Industry, Hindustan Aeronautics Limited, Indian Oil Corporation Limited, and the Atomic Minerals Directorate for Exploration and Research have released tenders for services related to drafting and 3D modeling. These tenders encompass a range of activities, including service contracts for drafting piping fabrication drawings, in-house drafting using PTC CREO software, drafting services for various shutdown jobs, and 3D modeling in E3D AVEVA. The projects also involve creating 3D models and associated 2D GADs for components and equipment, as well as developing 3D models of machine tool environments.

    In the Science and Technology sector, organizations like the Indian Space Research Organisation (ISRO) and the Department of Science and Technology have published tender opportunities for diverse 3D modeling projects. These projects include the development of a Dummy Model of Astronaut Crew Escape Suit and the construction of an Aluminum Model for the LVM3, LVM3 is ISRO’s new heavy-lift launch vehicle with a 4000 kg spacecraft launching capability. Tenders also include scaled-down models of significant launch vehicles like the PSLV and GSLV, each designed to fulfill specific mission requirements. Moreover, there are tender opportunities for creating working model rocket kits and DIY wooden models of the LVM3. These tender projects present opportunities for drafters to contribute to the development of intricate 3D models in the dynamic field of space exploration.

    A few other government entities like the Directorate of Local Bodies UP, Central Public Works Department, and EIC-CIVIL have released tenders for various 3D modeling projects. These projects include the creation of a Physical Scaled Model of a Smart City Area, scaled-down 3D models of specific items such as lithium-ion batteries and SRGM (presumably a reference to a system or component), as well as a Miniature Model Village. Furthermore, there are tenders for the preparation of (3D) views and rendered floor plans, highlighting the diverse range of 3D modeling needs within government initiatives and urban development projects.

    Quarterly data analysis of 2D and 3D modeling tenders illustrates the varying trends in tender releases. In the period from October to December 2022, 75 tenders were released, constituting approximately 28.8% of the total analyzed. The subsequent quarter, from January to March 2023, witnessed a notable increase with 130 tenders, representing a significant rise to about 50%. Moving to the next quarter, from April to June 2023, there was a decline, with 48 tenders, constituting approximately 18.5%. The trend reversed in the following quarter, July to September 2023, with a rise to 68 tenders, making up around 26.2%. These percentages provide a nuanced understanding of the ebb and flow in 2D and 3D modeling tender activity over the analyzed quarters.

    As of November 21st, there are a total of 19 live tenders for 2D and 3D drafting or modeling. Maharashtra leads with 4 tenders, comprising 31% of the total. Odisha, Gujarat, and West Bengal each have 2 tenders, collectively representing 15%. Madhya Pradesh, Haryana, and Punjab each contribute 1 tender, making up 8% of the overall tenders.
